The airline has a ground service contract for one other carrier that requires a departure AT 1730.
Carb Air requires two pilots, two customer service representatives (CSR), and two ramp attendants (RA) to operate a flight week days. RA and CSR staff are not required to work on weekends.
Below is a list of organizational procedures and agreements with staff.
1. Pilots hours of work must be rostered as per CASA regulations.
2. Each aircraft requires a pilot (captain) and co-pilot (First officer -FO). A captain can be rostered as an FO only if needed.
3. Pilots require 20minutes to prepare a flight and 15 to close up.
4. Pilots are required to complete 1 SBY shift per 28 days period.
5. Customer service representatives (CSR) and ramp attendants (RA)are all casual staff.
6. They are required to be operational 2 hours before a departure and 30 minutes after a departure and 1 hour before and after an arrival.
7. All staff require a valid ASIC and ramp staff a valid ADA and CSR an up to date dangerous good license
8. The airlines leave request policy highlights the need for the most efficient roster, which requires supervisors to be flexible with their shifts in order to accommodate their staffs leave requests.
9. When a period is requested by many workers, leave are approved on a seniority basis
10. There is also a Chief Pilot that must only be rostered when there is a pilot shortage due to leave or sickness.

Your task is to:
I. Work out how many staff are required to be on the roster for the RA and CSR operation
II. Using excel or any equivalent software of your choice, develop a 1 month (4 week) roster for Carb Air, taking into account all relevant considerations to build a roster for Cab Air.
III. Once the roster completed, advise your lecturer and be prepared to answer to any contingency/problem.
IV. Discuss your leave approval decisions.
V. Discuss and demonstrate how you will ensure staff are compliant with regulatory and licensing requirements
VI. Discuss any consultation process you will be involved with when creating the roster (including feedback processing)
VII. Explain how rosters will be distributed

PC 2.1. Individual fitness for work requirements are identified and confirmed as appropriate for crewing requirements
PC 2.2. Fatigue risk management requirements are identified and taken into consideration when establishing shifts and rosters
PC 2.3. Crew qualifications and regulated competency requirements are identified and systems to monitor their ongoing currency are used
PC 2.4. Organisational and workplace requirements are identified and strategies to manage them are developed and implemented
PC 3.1 Established regulatory, organisational and workplace requirements are met in developing crew shifts and rosters
