Global crime prevention today is shaped by a rapidly evolving security environment – widely described as Volatile, Uncertain, Complex, and Ambiguous (VUCA), and more recently, Brittle, Anxious, Nonlinear, and Incomprehensible (BANI) – marked by interdependence, technological disruption, transnational threats, and complex geopolitical tensions. Unlike traditional crime prevention, which emphasises local policing or national law enforcement strategies, global crime prevention recognises that contemporary threats transcend borders, economies, and ecosystems. It thus requires multi-stakeholder collaboration, risk-based frameworks, and integrated global governance mechanisms to navigate a VUCA world where criminal threats evolve faster than traditional responses. A pressing global crime is transnational organised crime (TOC), which is a clear example of a wicked problem. Rittel & Webber (1973) introduced the concept of wicked problem to describe complex, interconnected, and evolving social issues that are difficult or impossible to solve using traditional linear approaches, especially in today’s globalised, digital, and geopolitically fragmented world.

Select one of the following TOCs and one particular global location (e.g. region, country, city) excluding Singapore that is plagued by this wicked problem:
- Option 1: Illegal wildlife trade
- Option 2: Money laundering
- Option 3: Human trafficking
Examine and compare how two crime prevention theories explain collaborative strategies and partnerships among multiple stakeholders (governments, private entities, NGOs, and local communities) to address the selected TOC in your chosen location. Your response must include the following:
- Background of the selected TOC and its manifestation in the selected location;
- Select and briefly explain two suitable crime prevention theories (e.g., situational crime prevention, routine activity theory, social disorganisation, among others) in the context of the selected TOC and location;
- Construct a multi-stakeholder-based crime prevention and security management framework for the selected TOC and location; and
- Your framework should integrate protective security principles, security-by-design, and loss prevention standards. It should also propose countermeasures and collaborative strategies that can strengthen crime prevention, resilience, and long-term global security outcomes. A comprehensive response will include a comparison of the methods used in the countermeasures and an evaluation of the effectiveness of the countermeasures to prevent TOC.

Appendix A: TMA Submission Reminders
TMA/GBA Cover Page & GBA Declaration
- Download and complete the TMA/GBA Cover Page from Canvas L01 > Modules > Assessments.

TMA/GBA submission
