Purpose & Summary
The purpose of this assessment is to enable students to design solutions to a real-life community issue and think critically about the context within which the solutions will be implemented. The resulting content is presented in the form of a project/program proposal writing which is a much needed practical skill.
Details
From the perspective of a community development worker working for a community organisation, develop and present a proposal for funding a pilot Community Development Project for $20,000 for any one of the below fictional scenarios:
Conversations with the local community in Sealink which is located on the outskirts of a major city in Queensland has revealed that locally settled refugee and migrant groups have access to settlement support (for example, housing and employment services) but are experiencing social isolation and exclusion. A community consultation and needs assessment funded by the local council indicates that:
local individuals are keen to experience a sense of belonging and make connections but by way of employment opportunities. Two local businesses, a café and a nursery have come forward to be project partners in the form of being a training and employment provider. This will enable a group of six individuals to gain on-the job training for a period of three months. All necessary permissions have been sought. They are however not sure about how to embed the values of empowerment, participation and social inclusion into their employment program and have approached you for pulling together a community-based project that will “be more than just a job”.
A drug and alcohol rehabilitation centre in Bluestone a rural city in Queensland has expressed concern that residents are consistently leaving the facility before they have finished the program. Further the facility leaders have noticed that participants who complete the program are worried about leaving because of concerns that “life in the real world” gets boring, which leads to re-connecting with people from the drugculture where they have a greater sense of belonging. While the program uses a suite of interventions to engage with clients, conversations with current residents reveal that feelings of isolation, boredom and sessions focussing on “shrink-talk” and “talking about feelings” are a factor for disengagement. The facility leaders have consulted with you about how they might facilitate innovative community-based activities to participate in and take ownership of their recovery, help create a sense of community among the residents and provide opportunities for linkages with the outside community by way of events. Initial conversations indicate that:

On-going conversations with the local community in Redtown, located in a city in Queensland has revealed that young people are very concerned re disaster preparedness and environmental planning. A group of them have approached you and your organisation as they want to learn more about building resilient communities and promote sustainable living practices. After attending a few workshops with you they now want to start a local initiative where they can share the knowledge with their local communities. Conversations indicate that they are interested in developing an online workshop but are open to other ideas. Some issues that are of immediate importance are listed below:

- Protecting habitat and biodiversity

You are employed as a project officer for the Strengthening Connections Program with Summerstar Centre, which is a registered and incorporated nonprofit. Started in 1985, the organisation aims to empower local communities and create opportunities for engagement. Driven by the principles of social justice, the Strengthening Connections Program not only
facilitates community and stakeholder participation but also equips local groups with tools, strategies and platforms. The organisation has DGR status and currently employs thirty fulltime staff and eleven part-time staff whereas the Program employs one full-time staff (you) and two part-time staff. You also have a small volunteer group of three people who contribute their time where possible. The organisation has delivered eighty projects in a range of areas since inception and services provided benefit to nearly eight hundred people each year across various programs.
