The impact your decisions have within both your own personal development and within the management of the organization for which you represent is also explored throughout this module and assessment.
Description: Background
Affordable housing for the urban community in Colombo city is becoming a major issue for the Colombo city council as well as to the Government of Sri Lanka (GOSL). According to the data extracted from the recently conducted survey, an average of 6 people are living in a household. The concerning factor is per capita allocated living space in the Colombo city area is less than 100 square feet. This leads to many issues such as health and access to the sanitary facilities.
Hence, Urban Development Authority (UDA) has decided to build mid-range social housing schemes targeting the low income population in the Colombo city. UDA is planning to construct 6000 3BHK (3Bedrooms, Hall, Kitchen) apartment units scattered through 50 numbers of towers, which each tower is having 17 floors. Stilt level supposed to utilize for the parking and first floor is planning to rent for the commercial purposes, which generates a considerable revenue for the Colombo city council. You are a professional quantity surveying organization and UDA has hired you team as their Quantity Surveyor to initiate this proposal. The key factors required by UDA are highlighted below;
1. UDA is unable to bear the total expenditure of this project since the cash incomes are dried owing to Covid pandemic situation currently experienced in the country.
2. The proposed project has to be completed within a short time span.
3. Private sector investments are also encouraged if possible.
4. UDA does not have relevant expertise in designing such housing schemes.
5. Contract sum need to be kept fixed. Variations at the execution phase should be minimum, if possible prefer zero variations to the contract sum.
