ACCT5021 Accounting for Managers:Behavioural Aspects Of Budgeting

The study employed ethnographic methods, including stakeholder interviews, focus groups, and observations to examine the scope, structure, and functioning of the MYC/ YLC. At the start of the MYC year (Sept – Nov), the research team conducted semi- structured interviews with 27 youth council members. The interviews focused on the motivations of the members for joining the MYC, perceptions of local government, the perceived role of young people at City Hall, and their experiences participating in MYC. The interviews were conducted in a private room at City Hall, during “office hours”–a mandatory obligation for each member during which time they would work with MYC staff to brainstorm activities and attend City Hall meetings as MYC representatives. All interviews were audio recorded and transcribed verbatim. To triangulate the youth interview data, informational interviews were held with four adult stakeholders: the former mayor, the former MYC manager, the current MYC manager, and the executive director of youth engagement and employment. Each of these adults had a role in the creation and/or implementation of MYC/YLC.

During the end of the MYC year (May), which coincided with the voting stage of PB, researchers conducted three focus groups with youth (n=32) involved in the PB process as change agents and/or facilitators. The focus groups examined the process, communication, perceptions, and experiences of the youths toward the PB process. Focus groups were held in a central office in City Hall, and were co-facilitated by two researchers. Focus groups were audio recorded and transcribed verbatim.

The research team observed seven general monthly meetings throughout the PB cycle. During these observations, the researchers took handwritten notes on the number of participants, agenda items, key moments, level of engagement of the youths’, and interactions among participants. Handwritten field notes were electronically transcribed and reviewed by all members of the research team.
